Tea Tree Private Reserve Shampoo is a good one to use. They also have a conditioner . There are a variety of medicated dog shampoos out there for dandruff and dry skin. I prefer to use the ones with the most natural ingredients as they are not as harsh on a dogs skin.
Follow the instructions on the back of the bottle. Always rinse the dogs skin throughly with warm water, making sure you get out all of the shampoo . Afterwards dry him off well. Since it's getting near the winter season you may just try giving your dog a bath once a month. This will help the dog's skin to retain natural oils which keep dandruff under control (make sure you brush him regularly to distrubute the skin's natural oils). Also something someone mentioned above was changing the dogs food. Some generic foods do not provide the full amount of vitamins ,minerals and fats that your dog needs in order to maintain a healthy skin. If it's really bad, you can try coal tar.
Oatmeal isn't strong enough for bad dandruff, and never use human shampoo on a dog.

we used to give our dog a spoonfull of margarine mixed into her food as the oils in the marg helped her dry skin and made her coat shine
